About the author

Florin Georgescu is a Professor and a doctoral supervisor at the Faculty of Finance and Banking within the Bucharest University of Economic Studies. He has had a Ph.D. Degree in Economics since February 1989 and has earned an Alexander Hamilton Fellowship under the Fulbright Program in the 1991–1992 academic year, with a scientific research on banking and financial management in a market economy at the University of Missouri Kansas City, USA. He specialised in corporate governance at the International Institute for Management Development, Lausanne, Switzerland (May 2004).

Since 2004, he has been the Vice Chairman of the Board and First Deputy Governor of the National Bank of Romania. He served as Secretary of State in the Ministry of Economy and Finance June through November 1992, then as Deputy Prime Minister and Minister of Public Finance from November 1992 to December 1996 and May through December 2012. Between December 1996 and October 2004 he held two tenures of Deputy in the Parliament of Romania, serving as Chairman (2000–2004) and Vice Chairman (1996–2000) of the Committee for Budget, Finance and Banks of the Chamber of Deputies. He was the Chairman of the Chamber of Financial Auditors of Romania from October 2000 to October 2004 and the Chairman of the Supervisory Board of Banca Comercială Română April through October 2004.

Externally, he represented Romania during his tenures of Minister of Public Finance as Governor at the International Bank for Reconstruction and Development, the European Bank for Reconstruction and Development and the European Investment Bank, and was a member of the European Systemic Risk Board of the European Central Bank between 2011 and 2016.

Some of the most important publications, covering key aspects of post-1989 transformations, are: Starea economico-socială a României în anul 2000 (Romania’s economic and social condition in 2000; 2002), Starea economico-socială a României în anul 2004 (Romania’s economic and social condition in 2004; 2018), România 2000: politicile de creştere economică (Romania 2000: economic growth policies, included in Tranziţia economică în România – trecut, prezent, viitor [Economic Transition in Romania – Past, Present, Future], published under the aegis of the World Bank and the Romanian Centre for Economic Policies; 2000), Contribuţia politicii prudenţiale a BNR în cadrul mix-ului de politici economice (The Contribution of NBR’s Prudential Policy to the Economic Policy Mix; 2011), România − Mediul internațional, provocări actuale și soluții (Romania – International environment, current challenges and solutions; 2013), Capitalul în România anului 2015 (Capital in Romania 2015; 2016), Evoluţia capitalului şi schimbări în structura acestuia (Developments in capital and changes to its structure), a study included in the series “Romanian Civilisation” published by the Romanian Academy in 2018. He co-authored the following: Tratatul de Finanţe publice (Treatise on Public Finance – 2007, 2006, 2003, 2002, 2000, 1999); Finanțele și moneda (Finance and money; coordinator), a paper included in Strategia de dezvoltare a României în următorii 20 de ani (Romania’s development strategy over the next 20 years; 2017), prepared under the aegis of the Romanian Academy, Sistemul bugetar şi fiscalitatea (The budget system and taxation; 2018), part of the series “Romanian Civilisation” of the Romanian Academy.

In the scientific field, he published about 350 scientific papers, presented at conferences in Romania and abroad, on relevant topics concerning transition and social and economic reforms in Romania. He was awarded the “Virgil Madgearu” Diploma with gold medal of Bucharest University of Economic Studies (2015) and Doctor Honoris Causa by six universities in Romania. He was awarded also the Order of “The Star of Romania” for the rank of Officer (2010), the Order of “The Star of Romania” for the rank of Knight (2002) and the Order of “The Industrial and Commercial Merit” for the rank of Grand Officer (2007).
